This expression is used to emphasize that something is temporary. It can be used interchangebly with “for now”.
Let’s say you have failed in the University Entrance Exam and your annoying relatives are constantly asking what you are doing during your gap year. As an answer, you want to emphasize that it is just for now that you are staying in your town and you are going to go to a university next year and you say “I am studying for the exam FOR THE TIME BEING.” Sometimes it might be better to use CAPS LOCK (meaning shouting just a bit) with your relatives to convey your message better. (just joking)
